First of all with the success of the Outlaws in Phoenix with them having one of the better franchises in the USFL. And with the Outlaws able to draw well in the Phoenix area. This opened up the door to bring the NFL to Phoenix in 1988 when the Cardinals left St. Louis for. Phoenix where they have remained ever since. Just goes to show you that the problem with the USFL wasn’t the quality of play or players but how they were managed.

Phoenix, Oakland, Jacksonville and Baltimore all had USFL franchises and were all rewarded with. NFL franchises in the 1990s either through relocation or in Jacksonville’s case. An expansion franchise in 1993 and in Memphis’s case they’ve always been in contention for. And NFL expansion franchise or a struggling franchise in the NFL relocation to Memphis which. Is a very good market for major league pro football.
